वे ऋषि-राजनेता थे। उनके निधन पर लोकनायक जयप्रकाश नारायण ने उचित ही कहा था; ‘‘आधुनिक समय में ऐसे बहुत थोड़े लोग हुए हैं; जिनके प्रति बिहार उतना ऋणी रहा हो; जितना कि अनुग्रह बाबू के प्रति। वे बिहार के अग्रगण्य निर्माताओं में थे और वर्षों तक बिहार को उनका नेतृत्व मिला। बिहार की भूमि के इस महान् पुत्र के प्रति इस राज्य की जनता ऋणी है।’’
