Because the Bell System started telephony almost 150 years ago, most telephone companies are in some way related to and work similarly to the AT&T methods and procedures we know today. Certainly, the laws of physics and the NESC apply to all companies or, as they are referred to in this guide - Carriers.
In future additions to the Outside Plant Engineering 101 series, more detailed elements and responsibilities will be covered in order to expose the OSPE to the more specific duties and requirements of their job as the Outside Plant Engineer.
